Noelia Martínez, una niña de 10 años, estaba muy preocupada el viernes anterior porque sus cuadernos, bulto y uniforme fueron arrastrados por el río Tárcoles, tras el paso de la tormenta Nate.
Ella es vecina de Playa Azul, una comunidad localizada cerca de aquel cauce, en el cantón de Garabito, Puntarenas.
"Me quedé sin uniforme", dijo la menor, quien se encontraba con su mamá y sus hermanos, en un albergue en Tárcoles.
Precisamente, con el objetivo de que los estudiantes repongan los útiles y uniformes perdidos en la tormenta, es que el Fondo Nacional de Becas (Fonabe) dará a 2.765 niños afectados por la emergencia una beca de emergencia de ¢108.900.
Este subsidio será repartido en ¢36.300 mensuales, durante tres meses, y serán depositados en noviembre de forma retroactiva al mes de octubre. El objetivo es que la población que se haya visto afectada pueda reponer sus insumos básicos y escolares, y de esta manera logre continuar su ciclo escolar.
En total, el Fondo Nacional de Becas (Fonabe) destinará ¢301 millones para estos alumnos.
Este dinero se tomará de una reasignación de recursos extraordinarios para la atención de la emergencia. En el Fonabe existe, desde el 2009, un fondo para la atención de casos en desastre o emergencia; sin embargo, debido a los embates hidrometeorológicos recientes, estos fondos ya habían sido utilizados casi en su totalidad.
Para seleccionar a los beneficiarios, un grupo de funcionarios de Fonabe se trasladará a diferentes zonas afectadas para levantar la lista. Este trabajo se realizará con el apoyo de las direcciones regionales de educación.
El Ministerio de Educación Pública (MEP) mantiene suspendidas las lecciones en los cantones de Acosta, León Cortés, Tarrazú y Dota por falta de agua, electricidad o problemas de acceso.
Tampoco han reiniciado lecciones en 28 centros que presentan problemas de acceso por derrumbes y debordamientos de ríos, daños en infraestructura, falta de agua o porque las sedes sirven de albergue para damnificados por los efectos de la tormenta.
Entre estos están 17 locales en la zona indígena de Chirripó, en Turrialba. Además, hay dos escuelas de Escazú, una de Desamparados, seis primarias en Cartago y dos en San Ramón.
En el caso de las demás escuelas y colegios que estuvieron cerrados por las secuelas de la tormenta y que reiniciaron lecciones esta semana, la instrucción del Ministerio de Educación Pública (MEP) es que los directores valoren la situación de los edificios en materias de seguridad, limpieza, acceso, servicios básicos (incluida la posibilidad de brindar servicio de comedor).
Si consideraran que existe algún riesgo, o que no se puede atender debidamente a los estudiantes, podrán suspender las lecciones en coordinación con la dirección regional respectiva.
Todo el personal deberá apoyar las tareas de valoración, reorganización para retomar lecciones, coordinación académica para la recuperación pedagógica y comunicación con la comunidad educativa.
